Build for the Guild (Soulbinder/Dagnabbit)

Been telling people i was going to post a decent build on the forum and i keep getting distracted. Here's to actually finishing one this time
I recently respec'd Chalupa Batman's (my second SW) Soulbinder build. The results pleased me. This is by no means a groundbreaking build. Experienced SWs out there will recognize all the standard goodies that make a Soulbinder tick. This is for anyone in the guild that might be struggling or need a little guidance with the direction of your SW.
Race/Start Roll: Tiefling, Dragonborn, and Human are your best bets. So of course Chalupa is a Halfling cuz chibi . Constitution and Charisma are the main stats for a SW. Make sure you choose those for a Tiefling or Dragonborn. For a human just Constitution will do.
A good starting roll will have 18 Con and 18 Cha (16 if human). The other stats can fall as they may.
Edit: Forgot to add put all points in Constitution and Charisma when leveling.
Heroic Feats:
Energizing Curse 3/5
Weapon Mastery 3/3
Toughness 1/3
Empowered Rituals 3/3
Determined Casting 5/5
Devastating Critical 3/3
Either 2/3 in Scornful Curse or 2/5 in Blood Pact of Cania. I still havnt figured out which is better. Edit: 2/5 Blood Pact of Cania (not using class feature "all consuming curse" so no real need for scornful curse)
For Human 3/3 in Scornful Curse and 2/5 Blood Pact of Cania. Best of both worlds.

Powers:
At Wills:
Dark Spiral Aura is a whenever you feel like it at will. Its not that important.
Essense Defiler is your main at will. You use this to build soul sparks in between encounter powers.
Encounters:
Harrowstorm
Warlock's Bargain
Dread Theft
Alternatively Warlock's Bargain, Killing Flames, Dread Theft for single target boss fights like dragons.
Edit: Been using different powers on my soulbinder that i think are both effective and fun. Outside of dungeons ive been using "Blades of Vanquished Armies" in place of Harrowstorm. It is an up and close encounter power, deals decent damage, and builds soul sparks really fast.
Another power you could use in place of Harrowstorm would be "Hadar's Grasp". It is a single target attack that lifts the enemy up dealing damage over time. This can be very effective when used with Tyrannical Threat.
New rotations would be either: Blades of Vanquished Armies - Warlock's Bargain - Dreadtheft or Hadar's Grasp - Warlocks Bargain - Dreadtheft
Dailies:
Tyrannical Threat
Immolation Spirits
Class Features:
Borrowed Time
Dust to Dust
Alternatively All Consuming Curse and Dust to Dust when running in a group. Edit: I would stick with Barrowed Time and Dust to Dust at all times
Borrowed Time just makes solo play much easier. You get healed when you have soul sparks. The more SS the more heals.
Dust to Dust will consume what soul sparks you have left when you leave combat and turn them into action points. Very useful.
Boons:
Choose anything that improves your dps. You are dps after all.
